Eligibility Qualifications Policy and Procedures

Pet Qualification

Funding is currently restricted to emergency situations where the pet will be euthanized without immediate veterinary medical care at an after-hours veterinary medical emergency facility in the greater Houston, Texas, area.

Pet Owner Qualifications

Funding is restricted to those individuals who qualify for the Friends of Moose Program.  To qualify, proof of participation in one of the following programs is required:

  • Texas Food Stamp Program
  • TANF (Temporary Assistance for Needy Families)
  • WIC (Special Supplemental Nutrition Program for Women, Infants and Children)
  • AIDS Foundation Houston
  • Supplemental Security Income/Social Security Disability
  • Major Veteran Benefit Program
  • Harris County Gold Card/Medicaid
  • Residents of Houston Area Women’s Shelters

Qualified Veterinary Emergency Facilities

Qualified veterinary emergency care facility or facilities will be selected by the Board of Directors on the basis of providing affordable emergency services at locations accessible to qualified individuals.  The Board of Friends of Moose will detail the Director at each emergency facility about qualification requirements.

Payment Amount

A Texas licensed veterinarian at a qualified veterinary emergency care facility will determine if the nature of the emergency meets the eligibility criteria.  Once that determination has been made, the emergency care facility will be authorized to offer assistance in the payment of emergency services not to exceed $1,000.00 with a co-payment of $250.00 by the eligible pet owner.  Friends of Moose will provide financial assistance on a one time basis per household. 

Disqualifications

  • In an event where the pet is not in a life-threatening emergency as determined by the attending veterinarian.
  • In cases where there are indications of financial ability in spite of participation in one of the above programs.
  • In "convenience euthanasia" cases.  [This is generally defined as euthanasia of a pet because the pet has become "inconvenient."  This includes, but is not limited to, pets soiling or inappropriately eliminating in a residence, family related problems, job relocation, moving to smaller residence, marriage, divorce, etc.]
  • Euthanasia of un-owned, abandoned, or feral animals which are not in any life-threatening condition.
  • The pet of immediate family of any Director of Friends of Moose.  ["Immediate family" means a person's spouse, domestic partner, parents, children, siblings, mothers- and father's-in-law, sons- and daughters-in-law, brothers- and sisters-in-law, and anyone sharing the person's home.]
  • Animals presented by rescue groups and animal protection organizations.

Future Eligibility Requirements

It is understood that these eligibility requirements will continuously evolve, change and expand as determined by the Board of Directors.
